Can’t speak to current rules, as APL doesn’t play where I’m currently working, but as I recall (at least, back in 2006) there was such a rule disallowing participation in events they were responsible for. They were however permitted to play in other area events they didn’t help organize/run. I would imagine that, since their duties included arbitration of rules and disputes, it was primarily to avoid conflict of interest.
